For third party access of criminal profiles, you will be required to submit a notarized consent signed by the subject in question on top of your photo identification. It may sound a wee bit demanding, but the process is really a lot easier than it seems.

Like most states, the state of Rhode Island treats criminal records as confidential information. Pending proper requests, though, the general public can access these accounts rather easily, as long as the appropriate procedures are followed.
